Foreign policy notes:

The Shadow Republic endeavours to operate under a parliamentary basis. Its Cabinet (read: government) consisting of Secretary of States for a variety of different ministries and led by the First Secretary are responsible to the citizens of the Republic and answerable to them. Although not, precisely, bound by the wishes of the parliament they do defer to its deliberations. What this means, ultimately, is that the decision-making process in the Shadow Republic will, in all likelihood, be relatively slower than is found elsewhere. No precise parliamentary procedures have yet been defined (and arguably they shouldn't be) so what kind of delay this might entail is uncertain; not least because this system is completely untested.
